Description
At Northrop Grumman, our employees have incredible opportunities to work on revolutionary systems that impact people's lives around the world today, and for generations to come. Our pioneering and inventive spirit has enabled us to be at the forefront of many technological advancements in our nation's history - from the first flight across the Atlantic Ocean, to stealth bombers, to landing on the moon. We look for people who have bold new ideas, courage and a pioneering spirit to join forces to invent the future, and have fun along the way. Our culture thrives on intellectual curiosity, cognitive diversity and bringing your whole self to work — and we have an insatiable drive to do what others think is impossible. Our employees are not only part of history, they're making history.
Northrop Grumman Corporation Aeronautics Systems division has an opening for a Staff Proposal Analyst to be located on-site at our Melbourne, FL location.
The Program is anticipating a significant surge in supplier proposal activity requiring a Staff Proposal Analyst including one single‑lot and three combined‑lot opportunities, several of which will be in the hundreds of millions of dollars in total value. Accurate and timely adjudication of these proposals is critical to protecting the financial integrity of the Division, Sector, and Company, as well as ensuring compliance with customer and regulatory expectations. Failure to staff appropriately at a senior level introduces material risk to our ability to support negotiations, uphold audit readiness, and maintain competitive yet compliant analyses.
Currently, the team has a single Manager (Senior) responsible for day‑to‑day leadership, oversight of deliverables, and training of all analysts. Manager bandwidth is stretched extremely thin, limiting the time available for hands‑on coaching, detailed review, and proactive development of the team. Adding a Staff‑level Analyst will relieve some of this pressure by providing embedded technical leadership and review capacity, thereby improving throughput, quality, and consistency of work products.
The Staff (Level 5) Proposal Analyst will serve as the team’s Subject Matter Expert (SME), with expanded responsibilities that will include, but are not limited to:
- Serving as the primary focal point and interface with the Defense Contract Audit Agency (DCAA), including responding to audit inquiries and coordinating data requests
- Acting as the primary Price Cost Analysis focal for capture efforts, providing strategic analytical support, pricing insight, and recommendation development for leadership and capture teams
- Support in the review for complex and high‑value PCARs, adding rigorous, strategic oversight prior to manager review/approval and submittal to the customer
- Serving as an additional training point of contact (POC) for current and future staff, developing and delivering job aids, templates, and best practices to accelerate the learning curve of less experienced/new to NG analysts
- Ensuring analyses performed by the team are aligned with Program, Functional, and corporate expectations, including adherence to estimating system guidance and internal controls
- Scrutinizing functional work products for completeness, accuracy, and currency, and driving improvements to analysis quality, documentation standards, and repeatability
- Supporting the infusion of accountability and performance discipline into the PCAR process, ensuring commitments are met, review comments are addressed, and issues are escalated appropriately and timely
- This role provides critical subject matter expertise, stabilizes a relatively inexperienced team, reduces dependence on a single overextended Manager, and ensures that the division can effectively support upcoming billion‑dollar opportunities without compromising quality, compliance, or financial outcomes
